Menard is the current Vice President for work force development, lifelong learning, grant development and external affairs at Bristol Community College. From 1979 until 2000, she represented the 5th Bristol District in the Massachusetts House of Representatives. Menard was House Assistant Majority Whip in 1984, and the Majority Whip from 1992 until 1996. From 1993 to 2000, Menard served as the Chairman of the Massachusetts Democratic Party. She also served on the DNC site selection committee. In 2000, Menard was elected to the Massachusetts Senate, where she served until 2011. From 2003 until 2011, she was appointed Senate Majority Whip.
